State Executive Committee

The State Executive Committee is the primary leadership body of the Steel Consumer Forum (SCF) in every state, responsible for driving all SCFactivities at the state level. It connects national strategy with local realities and ensures that consumers, traders and producers in the state work within a fair, transparent and future‑ready framework.

Composition of the State Executive Committee

Each State Executive Committee is formed with a balanced mix of leadership, legal and functional expertise.

  • Chairman – 1

  • Vice Chairmen – 2

  • Secretary – 1 (LLB qualified)

  • Directors – 3

This structure ensures strong decision‑making, legal compliance and effective supervision of all Boards and Councils operating under SCFwithin the state.

Roles and Responsibilities

The State Executive Committee is responsible for implementing SCF’s mission and standards across the state.

Key responsibilities include:

  • Establishing and overseeing the Iron & Steel Assessment Board, Steel Legal Authority, Iron & Steel Research & Innovative Board, and Iron & Steel Business Promotion Council in the state

  • Ensuring consumer grievance redressal systems, quality certification processes and legal support mechanisms are active and accessible

  • Monitoring state‑level risks related to raw materials, logistics, energy, emissions and market behaviour, and feeding this intelligence to the National Committee

Through regular reviews and coordination meetings, the Committee makes sure that policies translate into visible benefits for consumers and the steel ecosystem.

Coordination with National Committee and War Rooms

The State Executive Committee acts as the execution arm of the Steel Consumer National Committee within each state.

It:

  • Implements national guidelines on de‑risking, digitization, decarbonization and globalization of the steel value chain

  • Provides ground‑level data to national War Rooms on cost volatility, disruptions, technology adoption and consumer issues

  • Adapts national frameworks to state‑specific realities such as local mining, logistics corridors, MSME clusters and consumer segments

This two‑way coordination ensures that the state remains aligned with national goals while addressing its unique challenges.

Interface with Consumers, Industry and Government

The State Executive Committee is also the main public face of SCF within the state.

It works to:

  • Engage with steel consumers, builders, MSMEs and traders through outreach programs, helpdesks and awareness campaigns

  • Collaborate with producers, processors and logistics providers to improve quality, reliability and transparency

  • Liaise with state departments, regulators and agencies on issues such as consumer protection, environment, safety and infrastructure

By playing this integrative role, the State Executive Committee turns SCF principles into practical, on‑ground action for every stakeholder in the state’s steel ecosystem.
